Except conditional access , there is any other option to provied app based on on access . Like allow only specifc app (teams / onedrive / outlook) for the user

    If they arent licensed for the 365 workload, they can't generally use it.
    ie, dont apply an Exchange Online license if you dont want them having a mailbox.
