Imported a new site collection backup to a new server. Now I can access any sites and I don't seem to have DNS manager associated with this server while the dev server had one associated. I checked all the rights and permissions are there for me to view the page as an admin and I am a farm admin as well. What could be cause and solution?

Whether the issue occurs when you browse other none-SharePoint pages? Try to switch to Chrome or other browser to check if the issue exists.
Based on the error message, it seems the Windows issue which might block browser to connect to the internet.
Try to rename connections folder in Windows Registry and follow below steps:
Step1: Open Windows Registry – press down Windows key + R and type regedit into the Run prompt, click OK.
Step2: Expand folders in the given order – HKEY_LOCAL_MACHINE > Software > Microsoft > Windows > CurrentVersion > Internet Settings > Connections.
Step3: Right-click the Connections folder and Rename it to ConnectionsX. Click Enter to save.
Besides, a third party antivirus can also block browser from accessing the internet. Please temporarily disable the antivirus and see if this causes the issue to occur.
