Windows Explorer Quick Access folders won't stay where I put them (they jump upward to random location)

In Windows 10, Windows Explorer (on Win10 Enterprise), I use folders placed in the Quick Access area to organize my work, including creating empty folders with all-caps names and dashes as my topic dividers. Within the past ~6 months, however, when I drag and release a folder into Quick Access, it jumps upward to another random location, usually within about 3-10 spots of where I tried to to place it. In order to get the folder to 'land' within my 'topic group' area, I have to release it several spots lower and hope it jumps up to close to where I want it. I keep trying with different release locations and it keeps randomly jumping upward to a new spot to land. Note that it stays where I put it for about half a second and THEN jumps up to a random location above.

I can't find anything online about this weird bug and my IT department wasn't able to help.
