I get the exact same thing, on a fresh Azure VM using Windows 11 22H2 Enterprise Marketplace image.
any invocation of 'netsh' gets this same error event. same Exception Code, same Fault offset.
same build using 21H2, works fine.
Recently discovered my netsh.exe wasn't working with the same errors.
A "Network Reset" wouldn't do anything (no acknowledgement, no reboot).
A failed system restore after a suspicious update and then a windows reinstall later, the problem was still present.
Removal of RSAT using dism commands brought me back out of the woods:
Something like this: dism /online /Remove-Package /PackageName:RemoteServerAdministrationTools
But get the proper, full, package name using: dism /online /get-packages | find /i "Remote"
Then reboot.
Time to reinstall my AV software...
Now we need something like XP Mode for RSAT tools!
