Windows Mixed Reality Portal (Windows 11) - not working (needs unavailable update)

Hello,

I have a new PC with Windows 11:

Edition Windows 11 Pro
Version 22H2
Installiert am ‎09.‎12.‎2022
Betriebssystembuild 22621.963
Leistung Windows Feature Experience Pack 1000.22638.1000.0

Device Spec
Prozessor 12th Gen Intel(R) Core(TM) i9-12900K 3.20 GHz
Installierter RAM 32,0 GB (31,7 GB verwendbar)
Systemtyp 64-Bit-Betriebssystem, x64-basierter Prozessor

I have tried to install Windows Mixed Reality Portal which works with Windows 10 without issues. Under Win11 I got the message after download, that the Installation wasn't successful and that WMR requires an Update which I should do. I already did updates, installed optional updated, deinstalled additional Anti-Virus Software.
I tried the installation with an HP-Reverb V1 but also without HMD and only with Simulator Settings (Developer Mode enabled). I can not find a way to make it run. Has anyone an advice?

BTW: Funny, that there are not Tags available for WMR

    Try to restart Windows Mixed Reality first:
    From your PC, unplug both headset cords.
    Reboot your computer.
    Connect your headset once more.

    If restarting doesn't work, check to see if your computer can detect your headset:
    Choose Start.
    Enter "device manager" in the search box, then choose the result from the list.
    Make sure your headgear is included in the expanded Mixed reality devices section.

    but this does not help. I did the sequence and the device manager shows that the device is correctly installed.

    I did two additional approaches:

    1. I deinstalled everything and reinstalled NOT using a headset but the simulation (developer mode active). The installation finished with the screen that WMR could not be installed and requires an update. The device or device drivers are not the problem
    2. I used a different windows 11 pc and installed also there everything with simulation only and there it works. Both PCs have same OS-Buildversion and Version

    I use the simulation mode sometimes for preparing lectures with students if no device is at hand. Currently I have only the idea to reset Windows 11 but I realy would avoid that.

    It seems to me that the issue is specific for win11 installations that are not an update from win10, but direct installations
    I found others in the inet with same issues and all told, that they have a new win11 system which was not an upgrade.
    Nevertheless, this does not explain what happens wrong here.
