For this message, it means that you have configured "Minimum security patch level" in the android compliance policy and the target device doesn't meet this setting. Please try to configure the oldest security patch level a device can have or configure no date.
For the setting "Company portal app runtime integrity", it is a setting to evaluate Company portal app.
