What is the difference value between 2 certification below?

What is the difference value between 2 certification?

I see 2 types of certificates after completing the course on microsoft: the first is the commonly seen official "Microsoft Certified" (eg: Microsoft Certfied Azure Fundamentals) and the second is called "Certificate of achievement" - as far as I know it is issued by a Learning Partner. Then let me ask the difference between them. And are the two equally valid when applying for certification for other microsoft programs?
