How do I Create MSI's with Visual Studio (arm64). I cannot find an msi extension. I did find VSIX installer and it failed.

    I have Visual studio 2022 running in windows 11 arm in Parallels on a mac and I cannot install the microsoft msi extension. on My work machine I run windows 10 and installed today VS 2022 community and was able to install the MSI extension.

    when I try installing the msi on windows 11/mac the install fails.
