I use Chinese in Actionable message designer, and preview it, it is normal in preview. But when I send it to my outlook for test, it shows unreadable marks for the Chinese. The screenshot is on the last one for the outlook.

From your description, seems that it is more related to development, please kindly understand that here we mainly focus on general issues about Outlook desktop client and know little about addin. To better solve your issue, I will add the tag “office-addins-dev”.
