How to disable alert automatically when self hosted integration is offline and how to enable alert automatically when self hosted integration runtime is online/available.
the self hosted integration runtime will not be offline in particular, it will go off randomly(we have implemented in adf for particular pipelines integration runtime should be available and if that particular pipelines are not running we are stop self hosted integration runtime VM).
How to automate alert based on adf pipeline activity or availability of integration runtime.

Just to clarify, do you want:
While there are ways to find the status of a SHIR (Rest API , Powershell, etc.), it is something you must poll for. There is no inbuilt metric to follow. There are no push-notifications.
Instead, I was thinking use the same thing which turns on/off the SHIR to turn on/off the alerts.
As for the actual way to disable/suppress the alert, I think it depends upon whether you made the alert from inside the Data Factory Studio, or you made it from the Azure Portal. I think it matters because the alerts created withing the Studio do not appear in the list on the Portal. If you made them in the portal, I think you can toggle Alert Processing rules following this Azure Monitor article. If you made them from inside the Studio, I am uncertain if it is doable programmatically. I haven't found any api for it so far. I will ask internally if it exists, or someone just forgot to document it.

Thanks for your information. Let me tell you our scenario.
We have implemented start and stop VM(SHIR) in ADF Pipelines. If the pipeline triggered as per the process/schedule. it will start SHIR based pipeline requirement and stop SHIR after the pipeline completed for the cost reducing.
But if we trigger the any pipeline pipeline manually not following process, we are getting alerts about integration runtime memory is not available. SHIR will not start if we trigger the middle of pipeline in the dataflow.
hope you understood the scenario.
Now our requirement is whenever ADF pipeline stops SHIR, we should disable alert and when ADF Pipeline starts SHIR alert should be enabled.
@Rajesh Bommagani I heard back. You may need to work with the Azure Monitor / Log Analytics instance you integrated with the ADF, as that is where the alerts are being kept.
