Hi @Iniobong Nkanga According to your description, I have the following questions to confirm with you:

Is there the same problem when trying to open a file in a web client? Does this user have any error messages when opening files?

To narrow down the problem, I look forward to your kind response. Also, you could check that the Limited-access user permission lockdown mode feature is activated on your OneDrive site. Please follow the steps below to disable this feature:

    1. Sign into your OneDrive site.
    2. Select the Setting icon in the upper-right corner of the screen.
    3. Select OneDrive Settings > More Settings.
    4. Under Features and storage, select Site Collection Features.
    5. Locate Limited-access user permission lockdown mode, and then select Deactivate.

For more information about files that do not have access to, you can refer to: https://learn.microsoft.com/en-us/microsoftteams/troubleshoot/files/do-not-have-access-to-this-file-teams
