Hi @Mahesh C M , thank you for reaching out. Unfortunately, there is no way to unlock a user account. You can check the following document https://learn.microsoft.com/en-us/azure/active-directory/active-directory-passwords-policy for details the how-to account lockout duration is calculated by default.
If the user is aa synced user, synced from on-prem AD, then the unlock policy configured on on-prem AD would take effect.
If smart lockout policies are configured, the user remains locked based on the lockout duration specified in https://learn.microsoft.com/en-us/azure/active-directory/connect/active-directory-aadconnect-pass-through-authentication-smart-lockout.
