Based on the last screenshot , it seems that the host use a OEM licence.
May be you are in the case mentioned in the following link : virtual-machine-activation-issues-on-an-oem-host Can you try activate Virtual machine using the OEM key using by the host?:
slmgr /upk slmgr /ipk xxxxx-xxxxx-xxxxx-xxxxx-xxxxx (replace the x’s with the actual host key)

AVMA can only be used with a DataCenter host. For a Standard host you should use the same host product key to activate the guest instances.

Hi, Thank you for posting your query. Kindly follow the steps provided below to resolve your issue. Automatic Virtual Machine Activation (AVMA) acts as a proof-of-purchase mechanism, helping to ensure that Windows products are used in accordance with the Product Use Rights and Microsoft Software License Terms. AVMA lets you activate Windows Server virtual machines (VMs) on Windows Server Hyper-V host that is properly activated, even in disconnected environments. AVMA binds the virtual machine activation to the licensed virtualization host and activates the virtual machine when it starts up. You can get real-time reporting on usage and historical data on the license state of the virtual machine when using AVMA. Reporting and tracking data is available on the virtualization host.
