Not really the best place for this type of question, but:
If we go by "the best video editing laptop" you'd already be looking at over $500. The best laptop for video editing for $500, honestly, probably wouldn't be very ideal unless you're just doing simple editing of video shortening, basic transitions, text overlays, and such. But this is all dependent on what kind of videos you'll be editing, how/workflow, and etc. as this would determine what laptop specs to consider. Intel has a pretty good write up (linked below) on specs to look for/consider for video editing and provides a basic, good, better chart of specs. The only thing I would suggest is at least a minimum of 16GB of RAM and to have a dedicated GPU.
