Did you upload an image before the error message appeared?
Does the attempt to clean cache issue still exist? The temporary files stored in your cache or certain extensions might be interfering with the admin center. Clear the cache, turn off all your extensions and try again.
As Mitchell Bakker said, customizing meeting backgrounds requires Teams Premium (preview), which is currently rolling out. Also, before you set up a custom meeting background, check to make sure you have the following items:
- Access to the Teams Premium SKU
- You’re an admin with access to the Teams admin center or you’ve been assigned a customization policy
- You’ve enabled the custom background policy
- Your background images meet the required specifications
