All new users are getting "invalid credentials" when they log in via sso

Using Azure free for AD sync to use modern auth over our exchange server. Now any new user (and one old one) is getting "invalid credentials." It is azure free so MFA is not available and I have security defaults turned off

2023-01-11T14:58:36.5233333+00:00 Every new user and one old user. The accounts are there in Azure. When I log into a computer as the user, I can log in with no issue. When I open Outlook or Edge and have to authenticate, I get the invalid credentials method. Nothing shows up in the Azure audit or Sign in logs
