How to Tell What forum this question will go to?

I found this form at this page:

But I do not see any reference to help me know to what forum/product/service this question will be submitted.

If I have a question about Windows Server 20XX how to direct it there?

And I I have a question about, oh, Robocopy for example, or other such non-version specific tools, where would that question be submitted and how to navigate to the correct place for that or any question?

I am being forced to add a tag but "general" or "any" does not produce a result.

    The scripting forum has not yet migrated so I'd suggest asking here about robocopy.
