MFA register process failed

When some user try to re-register "Microsoft Authenticator", the user's MFA options already cleaned up", but it keeps redirect to page "Keep your account secure", and shows following information, can some one kindly point out how to fix it?

Hi Hong,

This may be occurring because you have your MFA setup to require two additional authentication methods.

Try going to your Azure Active Directory as Admin:

Go to Password Reset > Authentication Methods

Check Number of methods required to reset and which methods are set to reset.
