It seems that some required elements of the program will not install and therefore the program will not install. it worked in win7 and win8
The Neat Company announced March 1, 2016 the scanner software had reached End of Life (EOL) and no longer provides support for client owned software and went to a subscription model as you can see on this URL. Maybe it is time to move on or try the subscription offered by the manufacturer.

While your opinion is your own, why don't you just refrain from answering the question if you are unable to provide the means with which to do it. If he wanted to move to a subscription model he would have! Perhaps he just has years of archived data that he would like to have access to and doesn't need a monthly subscription to do so. Of course he knows there is a newer subscription version.
