Is it possible in SharePoint Server 2019 to set up the adobe pdf forms on my SharePoint communication site so that when an employee signs in their required spot on the form, the supervisor whose signature is needed is either notified/or has the file sent to them to sign. If this is possible, please describe what steps would be needed.

    Per my knowledge, there is no OOTB way to achieve this. If you want to realize it, you need to develop it yourself.
