You can use Azure Logic Apps with the Enterprise Integration Pack to create 834 documents. You will need to set up your trading partner(s), schema(s), map(s), etc. Please see article below:

You can download Azure BizTalk Services SDK which has XSD templates (including 834) to use as starting part.

Please note, depending on your requirements and experience/knowledge, implementing EDI is non-trivial. I've not worked with 834 and I don't know your trading partner specifications/requirements are, so it is difficult for me to say how much effort will be required. If your needs are basic it may be better to go with a web-based manual-entry integration option instead.
