Force Outlook 2016 show shared contacts pictures as DEFAULT pictures for emails

Office configuration: WIndows server 2016 AD, clients running Windows 10 and outlook 2016.

Administrator shares from his pc, under Public Folder/All Public Folder/PublicFolder01/Contacts 750 contacts with their profile images.

The rest pc clients can access this public folder just fine.

I want every client-pc to be able to show the profile picture of a contact when this contact send an email by hoovering his/her mouse over the sender-email.

If every pc client had a local copy of the 750 contacts this would have worked, but when the only contact folder is the 'public shared' one, it doesnt work.

Is there any workaround?

    When i had contacts stored 'locally' in my .pst file and hence in my 'personal' Contacts folder, then upon receiving a new email, the contact picture was shown on the header of this email message.

    Now i have deleted all my 'local' contacts and use a list from a shared-contacts-folder. Now all contact pictures have been replaced by a grey-white avatar (as if i had never stored contact pictures)

    Each contact used to have either his/her company logo as a picture or his/her face, depending on availability
