Unable to remove/update AAD Group Naming Policy

I am unable to remove or update the group naming policy for my test tenant, all I get is the following message 'Failed to delete naming policy' without any explanation as to why.

The issue has persisted for a couple of days now.

    I have but the test tenant that I am using has no AAD Subscription and it is not letting me to use the AAD Poweshell console:
