Disable/reject download option encrypted email

When I send an encrypted email including attachment using Microsoft 365 the recipient has the option to preview or download the attachment (see image below). We would like the recipient can only preview the document and will not be able to download it. It tried all kinds of things like, updating the IS label, made changes for external users in Outlook and many more but all of them fail.
Is there a way to disable the Download option for encrypted e-mails?

    You can do it. Id someone can see it, then can make picture using OCR or simple copy and paste...

    In OneDrv you can share documents to specific user (another can open it). That could be a passworted DOCx or PDF, only for reading, but as I mention - everybody has a cell phones with camera on the front :P

    Yes, you can disable the download option for encrypted emails in Microsoft 365.<sup>[0]</sup> To do this, you need to use Azure Information Protection (AIP) to encrypt the email and its attachments.<sup>[0]</sup> AIP provides a way to classify, label, and protect sensitive information, including email attachments.

    Here's how you can use AIP to encrypt email attachments:

      1. Install the Azure Information Protection client on your computer.
    
    1. Open the email you want to send and add the attachment.<sup>[1][2]</sup>
    2. Right-click on the attachment and select "Protect" from the context menu.
    3. In the "Protect" dialog box, select the protection label you want to apply to the attachment. You can choose a label that prevents downloading of the attachment.<sup>[1]</sup>
    4. Send the email as you normally would.

    The recipient will only be able to preview the attachment and will not have the option to download it.

    Note that the recipient must also have the Azure Information Protection client installed on their computer in order to preview the attachment.
