He received this answer from a Microsoft rep.
"It is most recommended to take your exam in your home country specially if your IDs and other proof of documentations are showing your home address. The reason is that online exams are being handled by the same testing center assigned in the country shown in your certification profile. Taking the exam in a different country while your account and online proctor is for your home country may cause bandwidth and other connection issues, especially if the other country is too far from your home country. In other words, taking an online exam in a different country is possible, so does the risk of potential issues.
The only time we can recommend taking an exam in a different country is if you also have proof of identification that shows the address of the other country. In addition, you also have to update your certification profile reflecting the address of the other country.
