Windoows 11 Task Scheduler trigger "On Idle" trigger before idle time.

Question

I have set my computer both "Screensaver" and "When plugged in turn off my screen after X minutes" on 10 minutes, it never triggers on 10 minutes, but it triggers after 4-6 minutes passed (randomly).

During testing I tried 1 minutes and this never happens. This only happens on longer period of time.
Can someone tell me how windows 11 decide my PC is in Idle State?
