How do I stop 'Crash Dump Initialization Failed' at startup

Windows 10 pro x64, currently up to date on 110GB SSD, 45GB free. RAM 32GB.

I get a Blue Screen every few weeks and I can't find out why. I would like a dump but they are never created. I assume because I have consistently failed to stop the message 'Crash Dump Initialization Failed' in the System Event Log.

I've tried many combinations of options including my latest attempt following https://learn.microsoft.com/en-us/windows-hardware/drivers/debugger/automatic-memory-dump settings. I still get the same message.

Registry CrashControl and SystemLog attached.
