Does an extra scom license required to manage 5000 agents despite of having system center license?

We have a system centre product license. Now, we want to instal SCOM with the same license, and we have to manage 5000 servers through the SCOM agent. For this scenario, do we need an extra licence for monitoring SCOM agents on 5000 servers? Please reply.

    System Center Client Management Licenses

    Client MLs are required for managed devices that run non-server OSEs and can be licensed per OSE or per user. MLs are available for the following System Center components.

    • Configuration Manager (also includes Virtual Machine Manager)
    • Data Protection Manager
    • Operations Manager
    • Orchestrator
    • Service Manager
