Cannot create speech resource

Question

New to Azure, on a trial subscription. Just need a simple, code-free way to create text to speech in Chinese. Ideal workflow: 1) Paste Chinese text in generator 2)Azure generates audio that can be downloaded as mp4

Currently stuck on registration. This happens:

Error: InvalidResourceGroup

I've tried various names for new resource and and resource group, including: chineseTTS, Chinese_TTS, C

Error: MissingSubscriptionRegistration

Tried to troubleshoot using portal section of https://learn.microsoft.com/en-us/azure/azure-resource-manager/troubleshooting/error-register-resource-provider?tabs=azure-portal#solution

. Stuck on step 3 as I cannot find documentation, settings or resource providers. I've also tried the search function.
