How to address User Management for 'standard' sku databricks instance

I am looking to standardize and centralize user management in Databricks for a variety of 'standard' sku Databricks instances. Originally I was looking to upgrade the instances and use Unity Catalog, but for cost reasons that is no longer looking practical. What are some alternatives to managing user access in Databricks - available to the standard pricing tier?

One possible solution I am considering is to implement the instance with Terraform, but that would likely involve redeploying the resource - which is not ideal. Eager to hear how other people have addressed this problem.

    Thanks for the question and using MS Q&A platform.

    Unfortuantely, you cannot have cetralize user management in Databricks with Azure Databricks Standard workspace.

    Most of the user management option are available with Azure Databricks Premium workspace and not with standard workspace.

    Databricks have 5 levels for access control and in the standard plan, all are disabled.

    In standard, every user is an admin, and any user can add another user even that does not have access or any resource group or subscription.
