Allow external user to bypass message approval to a group

I do not see a way nor have I seen anyone ask but is it possible to add an external email address (outside of our organization) to the "Add senders who don't require message approval" list under the exchange admin center?

    Unless the user exists as a mail-enabled object in Exchange, then no. You could try adding a mail-enabled contact as that external address and test.

    Alternatively, a transport rule may work here as well:
