I am trying to install the Azure AD Connect Cloud Sync agent on a 2nd server and I am getting an error message:
"Service 'Microsoft Azure AD Connect Provisioning Agent' (AADConnectProvisioningAgent) failed to start. Verify that you have sufficient privileges to start system services."

I am having the same issue. I checked the pre-req and it looks like the NT AUTHORITY\ALL SERVICES is missing from the local security policy. In my case I have a bunch of old accounts here but I am unable to remove or add from the Local Security Policy snap in. I am logged in as a domain administrator.
