I'm reasearching Microsoft spatial audio (Windows, XBox series X).
When I search for "How to enable Microsoft spatial sound", I always get methods with UI.
Can I do this or get spatial audio format list with code?
if possible, can you provide some sample code or api? (Especially c++)

Yes.
Although the system can display the entire spatial audio list, but there is currently no API to achieve what you want. I also tried getting info from the registry, but didn't find anything about that either.
I found DTS windows desktop application can enable specific spatial audio format(DTS for Headphone)
Is this possible because DTS is a certified spatial audio solution developer?

Yes! I want set specific spatial audio format(DTS, Dolby, WindowsSonic ...) in windows. (with code or command ...)
