Best thing to do here is run a message trace, it will show you why and how the messages are being forwarded.
It can be due to mail flow rules, "hidden" inbox rules, etc. Message trace (detailed one) will reveal the perpetrator.

I have a shared mailbox that was being forwarded to two users, I have removed those two and added a new user there that needs the forwarding now. Problem is that despite removing forwarding on the shared mailbox and full access etc from those two users, they still get all of the emails forwarded to them and not the new user. Is there some sort of hidden option somewhere that I am missing where I can check? It seems like its this specific shared mailbox as well since when I created a new test shared mailbox and had the users email it, it worked as it should. No rules or anything aside from default stuff as well.

What's the version of your Exchange?
If you are running Exchange online, agree with Vasil that you can take advantage of the Message Trace and see if any clues can be found.
If you are running the Exchange on-premises, you can run the Get-MessageTrackingLog cmdlet. It's also suggested to run the command below to have a check:
Get-Mailbox ******@contoso.com | fl *forward*
