Add Device in Settings not working, freezes

I have exact same issue. Have had 2 sessions with MS Support and still not resolved. I was made to do in place reinstall for Windows 11 and it still did not resolve. Then had a second session and after checking lot of things, rep was not able to figure out. He generated the logs and is now analyzing.
Strangely, after printers already there were deleted from admin account, a new local Test account was created and printer driver installed using Brother software executable. This printer then shows up in Admin account as well, when it seems it is not supposed to. My Windows install is toast and reinstall Windows from scratch losing all apps and backing up data is not an option. It is a headache.

Which account are you using? Microsoft or, local? If local, switch to Microsoft account or, vice versa and retry.
What type of device you're using? Make sure the device you're trying to add is on and is reachable (nearby) or connected via cable.

Does your printer have Windows 11 drivers available? It's possible that there are no drivers available for Windows 11 and that's the reason why you're experiencing this issue.
When you have made sure the printer is well-plugged, there is paper in the printer tray and your printer has not run out of ink or toner cartridge, Troubleshooting is most likely to solve the general software issues.
All you have to do is open Settings > System > Troubleshoot > Other troubleshooters. Here, you will find the Printer troubleshooter among the list of Windows troubleshooters. Click on the Run button next to it to activate it. If there are any problems impeding your printing process, the troubleshooter will show you how to fix it.
