publishing app to store

we offer a soft phone client to our costumer users install in their machine, and it doesn't have a UI

the way the user interacts with the soft phone is via a web application

it works like this: we have a web socket server that both the soft phone and the web application connect to, so the web app sends a command to the server that is passed on to the soft phone, they can for example use the dialpad in the web app to start a call using the soft phone

we embedded this web application in a Teams tab app, so we can integrate with our users Microsoft contacts and can also improve the productivity of heavy Teams users

now we want to publish this tab app to Teams store and I have some questions regarding the app submission process: is this kind of app eligible for publishing? do we have to provide a way for the person at MS that will be analyzing the submission to install and test the soft phone integration? what about random users that may download our app once it's available in the store, is asking them to hire our service enough?
