How to Regenerate a QR Code for Authenticator App Without Using Require Re-Register Multifactor Authentication in Azure

I am trying to reset a phone and am not able to "Use the Require Re-Register Multifactor Authentication" Function in Azure, it is grayed out for the user.

Is there a way to generate a QR code for the authenticator app outside of using Azure's function?

    If its grey then either you dont have the necessary permissions to reset that or you are accessing your own account.

    Can the user go here and reset after accessing security info?
