Why does having a long folder name prevent one drive and sharepoint to have issues with syncing?

MS states it has to be less than 40 characters, which they are?

    I have the same issue with the file name is bigger but less than 30 characters and it is not opening the file. But when I rename the file and put the 5-10 characters, it opens in the system.

    On the other hand, the other user didn't change the file name but the file is open in their system

    Both have the same permission and level on the same folder under one drive

    Need to expect advice
