Why can't site owner see anying in sharepoint site?

Sharepoint 2019 on premise.

I added someone to the site owner group. When she comes to the site, she get mostly a blank page. She can see details on some pages if I giver her links to them,. The permissions system says she has full control permissions.

Is there any normal system behavior to explain this or is this a bug?
How can I fix it?

So how is possible , apart from Sharepoint being a big SUCK, that I can see stuff and she cannot ?
