SSRS reports with auto refresh steal focus over other applications

I have an application that allows multiple ssrs reports to be embedded within it. The reports auto-refresh every 15mins or so.
Since upgrading from sql 2008 r2 to 2019, this auto refreshing of reports causes the application to 'steal focus' - i.e. pop up in front of any other apps I'm working on (outlook for example). However, at the same time, we've moved from using citrix to azure virtual desktop as the host for the client application.

To check if SSRS was the cause, I've pointed the application back to the old SQL instance and the 'steal focus' issue still happens, suggesting the issue is related to the move from Citrix to Azure VD.

Any ideas how i can fix this problem?

    "The application" is the used browser, not SSRS, that's the backend sending some Html code to the browser.

    So SSRS is the wrong place to search for the casue.
