RDP more than two Simultaneous Access Limitations to Windows 2019 Server

Hello Microsoft Support team,

After buying a Windows Server 2019 Remote Desktop Services license to enable multiple connections in our Windows Server 2019 server for multiple users. We know that without a licence, only 2 simultaneous RDP connections are allowed. With the license we have purchased, we have 10 user connections to our Windows 2019 server.

We have followed the steps described in the following Microsoft guides:

Activate the Remote Desktop Services license server > https://learn.microsoft.com/en-us/windows-server/remote/remote-desktop-services/rds-activate-license-server?source=recommendations

Install RDS client access licenses on the Remote Desktop license server > [https://learn.microsoft.com/en-us/windows-server/remote/remote-desktop-services/rds-install-cals

All steps have been validated correctly, but we still cannot access with more than 2 RDP simultaneous connections on our Windows server.

Also we configure Group Policy:
Computer Configuration\Administrative Templates\Windows Components\Remote Desktop Services\ Remote Desktop Session Host\Connections\
Restrict Remote Desktop Services users to a single Remote Desktop Services session value: Disabled
Next, double-click on Limit number of connections and then set the RD Maximum Connections allowed to 999999.

At the moment you have only installed the license server but the rest of the infrastructure remains to be installed, follow these instructions to obtain a complete RDS environment:
