Getting started with setting up Exchange with users

I will be developing an integration for Exchange and so I need to setup a local development environment so that I can experiment locally with the setup. I have never dealt with setting up Exchange (or LDAP, if that is needed?) before and so I am at a bit of a loss as to getting started!

I need to get to a stage where I can query Exchange for calendars and their events for a given user. That implies that it knows about users and that I have somehow added those users to Exchange.

Could I get some pointers on where to start with the admin side of things for Exchange (on-premise, 2016 version) and/or Exchange Online?
