How to Change my payment method?

I've read all the articles about billing profiles, I've gone through 5 different domains, I've signed in -- I can't find this stupid page to change my payment method. This is RIDICULOUS. This makes me want to shut my account down and never use Mircrosoft again. Please help me change my payment method.

Please see if link below takes you to Payment methods in your subscription so you can add/delete/etc. your methods:

https://portal.azure.com/#view/Microsoft_Azure_CostManagement/Menu/~/paymentmethods/openedBy/AzurePortal
