Can filters be improved by reducing posts that should be comments instead of answers?

The usefulness of currently available filters is diminished by the continuing practice of posting comments and discussion follow-ups as Answers instead of Comments.
Consequently, a question can have multiple "answers' which mostly consist of commentary. Perhaps this continuing misunderstanding of how to use the Q&A site can be tamed by including some instructive language that users will see when they are entering these non-answers instead of hoping that they have read the FAQ . The easily missed phrase "Use answers to provide solutions to the user's question" disappears immediately when text entry begins.
