Cannot change screen rotation setting in Managed Home Screen kiosk - mode

I'm having a problem with Samsung S8+ android tablets. Tablets are in Android 13 - version.

Tablets are enrolled to intune with Corporate-owned dedicated devices - kiosk mode. Kiosk-mode is configured to multi-app mode and screen rotation is enforced to landscape. However the screen orientation setting does not apply outside kiosk-mode "home screen". So if the end user opens up Edge, Acrobat Reader or any of the applications that are installed to device and user physically rotates tablet it also rotates the screen. This is really irritating problem since end-users need to open a lot different PDF-schemes.

I've tried literally everything that comes to my mind how I could turn-off the screen autorotation setting.

Before tablet receives policies and is enrolled to MHS I can access the Quick settings and I can turn off the screen autorotation. However after the MHS is enabled on tablet the Quick settings dissapears even if I leave the kiosk - mode. MHS has it's own quick settings but there is only limited options that I can change (Bluetooth, flashlight, media volume etc. but no screen rotation.

I've also tried to use Knox Enterprise - policies, since there is options to choose if you want to enable quick settings but that does not either work. I've tried to scrape trough android system applications to force quick settings to show up, but no luck with that either.

Is there anyway that I could get:
A) enforce the screen rotation to stay in landscape, no matter how the tablet is physically hold/rotated.

B) Access/enable Android/Samsung "normal" quick settings that MHS/Kiosk-mode seems to disable permanently after the enrollment.
