The problem you describe isn't an issue with VS itself but rather it sounds like either you're doing something wrong or your installation is messed up. If you could provide more details we can likely get you fixed up so you don't need to downgrade.
As for downgrading, I assume you mean go back to VS 2019. You can have any # of VS installations of any version installed at the same time. If you want to go back to VS 2019 until you resolve your VS 2022 issues then just install VS 2019. It won't impact your VS 2022 instance.
If you instead want to downgrade VS 2022 from the current update to the previous update then there is a rollback option. However I don't believe that works if you install VS from scratch because the installer will install the latest version of VS so there is nothing to roll back to.
