How to fix visual studio 2019 download not going up

i'm trying to install visual studio 2019 (community edition) but the installer is stuck on 11%, 18MB/s 234MB/2.05GB.

It has been stuck like this for multiple hours and i have tried reinstalling multiple times.

    Did you download the VS2019 from the Download page? 

    Do you have any anti-virus software or policy settings on your computer? If so, please disable them and retry the installation.

    When installing, the VS Installer could be asking Windows to enable a feature, running a 3rd party exe installer, or any number of activities. If it hangs or takes a long time, the VS installer can seem to be stuck or disabled. In this case, you can try to reboot your computer and then continue the installation. 

    If it doesn’t work, please check for your Windows Updates and install all updates.
