Azure AD user can’t add to group

I have a new cloud user that cannot be added to a group that was created on a Windows AD Server. The group is greyed out and says “directory synced objects are not allowed”. At the same time someone else from this group cannot receive mail from this group.

Any ideas on what the problem is?

    Synced objects cannot be modified from Azure portal.

    They can be modified only from on-premise active directory.
