Does this mean that the number of meeting members has reached the upper limit? What is the maximum number of people in the meeting?

    You will have to check with the meeting organiser, it's him that set the limit. We can't answer for him.

    If the lobby is full it mean the meeting size limit is reach, and the lobby is full.

    To quote anothers answer on that;

    Currently the maximum number of joiners who can wait in the lobby is up to 1/3 of the remaining space in the meeting. Users can get "meeting is full" error message much earlier than users expect. (e.g. meeting size is 250 and 190 people are already in the meeting - in this case, up to 20 people can wait in the lobby. 21st joiner gets "meeting is full" error message and cannot enter the lobby.)

    And where exactly is this limit set? There are no places in Teams to set limits on the amount of participants in a Teams meeting.

    Your second answer is also 3 years old, from when Teams only supported 250 participants. Teams now supports 1,000 participants and up to 10,000 view-only users. Still, it appears the lobby has a restriction of 250 participants. This doesn't seem to be documented anywhere by Microsoft, and is a low limit for those giving webinars via Teams if the meeting does not start on time.
