Why is that sometimes some resource's timesheet do not pull through to "Approvals"?

Multiple resources submit their timesheet and I am set as their timesheet manager. I can view their timesheets in the approvals. However, every period there are one or two timesheets that are not visible in the approvals. I have checked to see if I am assigned as their timesheet manager and thats not an issue. I log in as the resource to see if the timesheet is submitted correctly and it shows that the time sheet was indeed submitted to me for that period. I played around with the filters in the approvals as well but to no avail. Please help.
